<p align="justify"> “杜世源市长的政府工作报告是一个思路清晰、实事求是、务实创新、催人奋进的好报告，为我们今后工作指明了方向。”昨天，柯城区区长徐利水在接受本报专访时说。</p>
<p align="justify"> “抓服务就是促发展！柯城作为衢州的主城区，首要任务就是按照‘立足主城区、打造主门面、展示会客厅’的要求，加快重点项目征迁，分步实施城市重点区域整治改造，全力服务建设美丽衢城”。徐利水说，今年柯城区还将立足国家休闲区定位，做好服务城市的田园、乡村文章，着力打造田园城市示范区。“农民集聚、乡村振兴，要靠城市带动、资本带动、产业带动、人流带动，让城里人、有文化的人、有想法创意的人、有实力的人回到乡村，消费乡村、休闲乡村、盘活乡村、建设乡村”。</p>
<p align="justify"> 徐利水指出，融合发展是新常态下的趋势、必然，推动经济转型必须走产业融合之路。“柯城将按照产业集群化、高新化、融合化的理念，上下游拓展产业，三二一融合产业，紧紧围绕平台抓投入、抓服务、抓集聚，力促柯城产业成链条、连成片、聚生态、升价值”。</p>
<p align="justify"> 据徐利水透露，柯城今后将以特色小镇建设为契机，把“小镇”作为集聚高端要素、加快转型升级的大平台，努力打造区域发展新“增长极”。对此，柯城将全面启动专业市场城改造提升，加快恒生互联网经济产业园、跨境电商园等平台建设，着力打造“电商小镇”，使之成为“双创”乐园和创客的家园；以美丽乡村“一县一带”建设为抓手，连片流转、连片整治、连片造景，积极谋划推进柑橘小镇建设；加快实施航埠工业功能区升级改造，申报创建省级“低碳小镇”；大力推进桃源七里景区改造提升，发展特色精品民宿，积极打造“漫居特色小镇”。</p>
<p align="justify"> 在谈到社会事业“补短板”话题时，徐利水说，柯城将统筹规划，敞开大门兴办社会事业，探索推进教育、医疗健康、文化等领域改革，为老百姓提供高质量、高水平的民生服务。</p>
